Add Train Telemetry (End of Train - EOT, Head of Train - HOT) decoder window

If there is an interest in having gqrx decoding EOT and HOT packets, in a separate window similar to AFSK1200 packet decoder, I have a reference implementation of such functionality in a gqrx clone I am willing to contribute.
