i had this when influxdb had an issue, the relay starts writing to spool, but it also didn't send to carbon anymore.

current master branch has this fixed.
i verified it works, when an endpoint goes down it spools and when comes back up, replays spool,
meanwhile the rest of the pipeline (input, other conn) keeps working fine
spooling-works
