Start versioning this plugin.

Follow Semvar FAQ for development phase. 0.1.0, 0.2.0, etc
Make a list of all the place we have the version
Have some tool to set the version everywhere we have it - something like make version x.x.x. So this is not onerous.
Make sure documentation/README covers tagging and setting the version workflow.
