[Doc]: Add runbook for alerts in production/loki-mixin

Is your feature request related to a problem? Please describe.
Problem: People are using production/loki-mixin to observe Loki (dashboards, alerts, etc) itself. But there are no public runbook to investigate any of those alerts.

Looks like OSS community will benefit from it.

Create a playbook for loki-mixin

Can someone helm with generating dashboards for grafana?

I don't see Loki runbooks currently in the Loki documentation. They exist in Mimir, but it's not clear who provides source.

@kristiandeppe @danmdinu or @stevendungan - Can you comment on whether this is a priority to add to the Loki docs?
