very low priority, but still an oddity.

npx @grafana/create-plugin@latest --pluginName='panel' --orgName='org' --pluginDescription='description' --pluginType='panel' --no-hasGithubWorkflows --no-hasGithubLevitateWorkflow

Results in a folder/plugin-id of org--panel
