This is a bug.

When pulling a project then deploying it to a new env and there deploying it again Scalar list fields are updated, even though they were not changed.

schickling added this to the 1.4 milestone

schickling added area/local-workflow bug/2-confirmed and removed area/local-workflow labels

sorenbs added component/engine/system-api and removed component/engine labels
