Static Folder Cannot Found #858

Hi Team, I have checked out the master branch with latest version, 0.10 a, after I install it on the server, shows 404 error of all static files, includes css and js.

I have checked the configuration, the STATIC_ROOT , STATIC_URL are as default, I have never changed
