So the idea would be:
Paying in: convert to dollars when paid in, gittip tracks your balance in dollars
Paying out: at payout time, choose a bank account and a currency to payout with. Note that all pairs are not compatible - most banks won't accept bitcoins, and US banks might accept euros, but you'll likely lose a conversion fee each way, so it's up to the user to configure their account/currency correctly.

Stripe supports this:

Currently, businesses in the US and Europe can create charges in the following 138 currencies for Visa, Mastercard and American Express credit cards.

On our side this is blocked by #1165.

Re-ticketed to gratipay/inside.gratipay.com#974 for further discussion and planning. After deciding on concrete implementation plan and dev work starts, this will be reopened for tracking purpose.
