Labels for highway=construction is rendered at z13,z14

For example, these 3 ways' names display at z13 ,14
in osm-carto, not the case in the standard mapnik layer. The only commonality is the highway=construction tag on them.

Interestingly, this way also has the highway=construction tag on it, but also has the tag access=no - as a result, the way's name does not display at z13 or 14.
