Tertiary labels seem to be cut off by at least leisure=common, see http://www.openstreetmap.org/#map=15/55.9461/13.3678 on http://www.openstreetmap.org/way/25577368

This isn't anything to do with tertiary labels, nor leisure=common. It's just that the shield is being cut off at a metatile boundary.
