Docs generation for daff.io packages explorer list

The Desired Behavior

• Replace guides-list.json with a new file called packages-list.json. #2880
• Don't make the same mistakes as the guide-list, keep it uncluttered.
• Generate a route and page per package document
  • The path should look like next.daff.io/packages/cart or https://next.daff.io/docs/packages/cart/drivers
  • Reuse existing documentation components
  • Rework the docs generation code and call it package gen.
• Generate the list of packages to render on the PELP.
  • A short description of the package pulled from the package.json ([FEAT] Add support for description in the DaffioGuideList interface #2717)
  • The name of the package.
  • The id of package document (url safe) - "cart/drivers" or "cart"
  • Omit design and design-examples from this docs gen.
  • [BUG] URL should be included on package level nodes for docs generation #2719

As a core developer, I would like all of the Daffodil's package documentation to auto generate.
