PLANET-5326 Handbook sidebar font size and wrapping

Brief summary of task:

In the handbook sidebar (https://planet4.greenpeace.org/) the font size is a bit too small (for medium screens and up). Also, when wrapping the padding is not taken into account (see screenshot)

Recommendation from Will:

font-weight: 700 to the headings and bring the list links up from 0.8rem to 1rem

Tasks:

• Use bold for sidebar category headings
• Use 1rem font size for sidebard links under categories
• Fix wrapped sidebar links to follow padding rules
