Fallback option for Cloudsigma 1.0 users

Accounts created in Cloudsigma 1.0 are not compatible with 2.0. George Reese has suggested that within Enstratius, only one Cloudsigma option is available to choose for account creation and that Dasein will handle distribution to 1.0 code or 2.0 code. If credentials are entered for Cloudsigma, 2.0 is pinged first and if credentials fail, 1.0 is pinged and account created there.
