UX - UI Integrate the RPAT Viewer Pilot into VEGUI

Integrate the JavaScript-based RPAT Viewer Pilot into the existing VEGUI RShiny application. It appears that this can be done without completely re-writing the Viewer since RShiny is also JavaScript-based. We may be able to just load the Viewer as a webpage. Or maybe we can modify and load parts of the Viewer in a more integrated manner. We'll need to experiment a bit once we start working on this.
