Reduce VMs with hibernatable pipeline #87

If VM usages go down, it's possible to reduce VMs by creating another pipeline in order to remove the old big pipeline.

This is another layer to manage pipelines. So consider implementing these 3 pipeline layers.

Reducible Pipeline
Hibernatable Pipeline
Base Pipeline (= deployment)
