Filtered images on admin pages broken

an example is on admin/tool/usertours/configure.php? where an image uploaded to step appears ok in the editor but not on the display page (or in the tour) - i've seen the same issue for site home images. for the site home images i tried disabling the filter on site home settings but it was still broken.

should the filter only apply to actual courses perhaps somehow? or perhaps have an accompanying text editor option to not use the filter for certain images?
