Update hacking.md to point to http://localhost:8000 instead of http://localhost:8080 #60

By default, doozerd web starts up at http://localhost:8000, But the documentation (hacking.md) was pointing it to the wrong URL (http://localhost:8080)

This is a one-line doc update. The travis tests must be flaky. (This is too bad, because it means we can't trust a Travis fail :( )

Damian Gryski, Yeah, I'm wondering the same thing as well. Travis build in my fork is passing. May be the tests are un-reliable. :(

Will try fixing them as well
