Upgrade Angular framework to latest version for Builder

Currently Builder is built using Angular framework 6 and there are few CVE's open on builder. We need to upgrade Angular to the latest framework.

There are 4 open CVE's, 3 of which are of high severity. All are related to the package.json file.
High severity: axios, tar, trim-newlines
Medium severity: jsonpointer
