HACS won't update.

Apologies if this isn't formatted correctly, new to Github.
Please let me know if I need to edit or add info.

Stuck on V 0.13.0
Have been for a while.
Every time I try to upgrade, it seems to go ok.
No error messages.
Nothing in the logs.
But after a restart, it's still on V 0.13.0

Starting with this:

I click "Upgrade".

It does it's thing.
Then shows:

Nothing in the log.

Restart HA. Still on 0.13.0

Usually nothing about HACS in the log.
This last time (to get the sceenshots), I got this:

I have been unable to upgrade it since V 0.13 (though I may have not tried to update to 14 or 15...)

Through several different HA versions.
Currently 0.104.1
RPi.

The branch "next" does not exist anymore.
You need to manually update to 0.16.3 if you do not want to lose anything.
or go straight to the latest.
