This commit also switches from using --as-cran, to setting environment variables, as described in R Internals.

This also switches from using
--as-cranto setting some environment variables. This is because--as-cranappears to override_R_CHECK_CRAN_INCOMING_=TRUE.Note that this pull request is based off of the use-check-function branch; only the last two commits in the series are unique to this branch.
