Microsoft has been extending the availability of Microsoft Natural Voices on Windows to 23 voices across 8 languages and 11 regions. While it's a far cry from the 250+ voices available on Edge, these voices have the benefit of working offline and should in theory be available in other browsers as well.

Unfortunately, that's not the case and these voices cannot be used in any browser currently. It's a real shame as they provide a very high quality listening experience offline and would be by far the best option for Windows 11 users.

Because of #15 all Microsoft Natural voices are now marked as strictly available in Edge and marked as preloaded
