edit: i.e use --32bit option e.g. with a shortcut as described in the Wubi Guide. But if Wubi detects a 64 bit CPU, the use of a 64 bit ISO is probably the better choice.
It doesn't matter if you have a 32 bit Windows or a 32 bit UEFI. Wubiuefi also installs a 32 bit boot loader if needed. A 32 bit boot loader can also boot into a 64 bit Ubuntu.
