Using the 0.5 Binary on Win7

ffmbc.exe  -i 00206.MTS -vcodec dvvideo -acodec pcm_s16le -ac 2 -s 720x576 -y 
test_dv.mov

will not resize the video (the mts is 1080 hd)

You have to use -vf scale now.
