- Implements the Proxy db subcomponent using the RDS Proxy service - This adds support for the Proxy, TargetGroup and Endpoint services required to fully implement RDS Proxy - Fixes an issue in secrets manager permissions which didn't support region refs
- make sure updates are handled quickly disable autoscaling updates when CFN is running
