Batch2 Bulk Export Scheduled Job and Binary Delete Not Working #4500

Describe the bug
Schedule purge of schedule bulk export job and binary deletes no longer works at all.

To Reproduce

Enable bulk export, configure for bulk export retention of one hour, enable index_missing_search_params
Trigger a bulk export via http://....$export
Poll until the job is complete
Retrieve Binary once job is complete
Wait several hours

Expected behavior
The jobs and binaries created before the configured retention period should be delete

Environment (please complete the following information):

HAPI FHIR Version: 6_4 branch {or master)
OS: [e.g. iOS]
Browser [e.g. chrome, safari]
