Describe the issue

Make small stabilizations to the CR codebase

BaseClinicalReasoningConfig: remove valueSetDao Bean as this is not needed and could cause errors in certain contexts
CrProviderLoader: Ensure loadProvider() is called outside of the constructor with an EventLIstener annotation
