The DSTU3 validation resources appear to actually be FHIR 3.0.1, NOT the official DSTU3 release of 3.0.2

Our structure definition are incorrect vs the spec in org/hl7/fhir/dstu3/model/profile/profiles-resources.xml

The correct spec can be downloaded from http://hl7.org/fhir/STU3/downloads.html

It appears as though we are using definitions timeStamped 2017-04, which aligns with 3.0.1, not the expected 2019-10 timestamps seen in 3.0.2.

From @jamesagnew:

almost certainly not deliberate, just we didn't update the definitions XML file when 3.0.2 was released

you probably want to replace all of the XML DSTU3 files in hapi-fhir-validation-resources-dstu3/src/main/resources at the same time just in case there are dependencies
