In build.sbt:

onLoad in Global := { (state: State) =>
  println("LOADED!")
  state
}

In project/Build.scala

import sbt._
import Keys._
object Proj extends Build {
  val root = Project("name", file(".")) dependsOn(scalacheck)
  lazy val scalacheck: ProjectReference = uri("git://github.com/rickynils/scalacheck.git")
}

When loading, no message is printed. If you remove the remote project, things work correctly, but the utility of overriding the settings on the remote project for the current build is completely lost.

IMPORTANT This project has moved to https://github.com/sbt/sbt. This issue still exists to avoid dead links, but GitHub limitations prevent the original issue from being correctly preserved here. Please see sbt/sbt#186 for the full issue and to comment.
