Update version of apt dependency

The package apt dependency is apt ~> 2.1. The current version of apt in the chef supermarket is 4.0.1. A fresh install of chef with the newest version of both packages fails to upload the clamav package due to the missing apt package. This is due to the pessimistic constraint on the apt version number.

Hey there, it looks like the latest in the master branch doesn't have any dependencies (apt or yum-epel which is what is causing trouble for us)... @RoboticCheese, how far away from a new release/tag of 1.3.1 ? Any major bugs / issues that need to be worked out?

Hi @RoboticCheese is this cookbook still under active support/development? This issue, is a blocker for us.
