Currently, vocabulary is an amalgamation of facility type, institution type, device type, vocabulary references and so on. It's probably best to make a clearer separation of all the terms.

For instance, instead of just vocabulary, there will now also be

institution_type
facility_type
device_type
...
Each will be grouped under the corresponding namespace
so on and so forth.
