Improvements to Tagging and Tagging Interfaces

This is a list of ideas and suggested features regarding the use of Tagging. Putting effort in to any of those should be considered dependent on an known existing manual tagging effort, otherwise these features will prove of no value (some of those ideas might help lead such an effort, which is good, but concrete future plans for such an effort is a necessary minimum).
