You need to do the following things in order to download the data:
Visit the mentioned website in the paper. Click on the "Participate" tab and click Sign In. There you have an option to sign up, do the sign up if applicable.
After signing up, confirm your email and again visit the "Participate" tab on the website, you will be ask to register yourself. Click on the register button and you would see "Get Data". You should be able to download the data. See attached below.
