Add an option to restrict access to livestream to account members

Context

For certain profiles, Livestream is an offering of annual membership. Currently, it is possible to restrict livestream to project participants. For certain free in-person events in these profiles, RSVP will be open for all to register. Registered users become participants of the projects and restricted livestream will be visible to them who might not be account members.

Possbile solution

Access is determined by annual membership of profiles, so access can be controlled at Profile level. But there can be events which would want livestream to be available to all, considering that, restricting at Project level would be more suitable.
So depending on the event type, it would be useful at project level to allow restricting livestream to account members or participants.
