give different feedback when "resume" is selected but hashcat is not paused #1459

New users can sometimes take the "resumed" output to indicate that they are paused, as in:

Instead, hashcat could say "Resumed" only when actually resuming from pause, and otherwise say "Not paused, so cannot resume" or something like that.
