Go 1.13 introduces some tooling changes that break our builds currently.

We should work through those so we can upgrade and benefit from recent improvements such as TLS 1.3 support (#6784).

We probably won't do this ahead of 1.7.0 release which is due soon to remove a variable from getting that shipped but soon after we should.
