original command results in error

go install: version is required when current directory is not in a module
        Try 'go install github.com/hashicorp/packer-sdk-migrator@latest' to install the latest version

command works for me

go install github.com/hashicorp/packer-sdk-migrator@latest
# if GOBIN not set
$HOME/go/bin/packer-sdk-migrator
