Add vSphere tests (unit, integration and acceptance)

This is for keeping track of the work on adding all kinds of tests to the vSphere builder, both iso and clone. There's already a related issue for acceptance tests #8841.

• Unit tests for all steps
• Integration test for driver using simulator provided by govmomi
• Fix existing acceptance tests
• Make vcsim mock work with Packer. vcsim Packer support vmware/govmomi#2093

The vcsim mock should allow maintainers and contributors to test Packer against many possible environments configuration.
