Please add enabling of cloud-watch alarm with aws_shield_protection

Description

Please provide option to specify SNS topic and flag to enable/disable cloud-watch alarm along with it for aws_shield_protection.
As of now terraform allows protection of resource with aws_shield_protection. But it does not allow specify SNS topic and enable/disable of cloud-watch alarm. This should also allow add/modify of SNS topic for respective resource.
