Failed to update scaling policy: ValidationException: You cannot change a TargetTrackingScaling policy to a non TargetTrackingScaling policy, or vice versa

Is there any way to update non TargetTrackingScaling to a TargetTrackingScaling policy without destroying existing infra ?
