Potential Impact

(Note: For aws-iso endpoint differences, see #19014.)

This issue is to track the impact on and fixes to the Terraform AWS Provider from the following differences between the aws-iso-b partition and the public, commercial aws partition (aka "standard partition").

• Endpoints have different values.
• Since aws-iso-b operates as a single air-gapped region, no services (e.g., Amazon SNS) can communicate with endpoints outside of the region.
