aws_ecs_cluster fails to update on eu-south-1: This operation isn't supported in this Region.

I'm getting this error when updating an ECS cluster in eu-south-1.

Error: error changing ECS cluster (arn:aws:ecs:eu-south-1:******:cluster/test): ClientException: This operation isn't supported in this Region.

Terraform Configuration Files

You can replicate it simply with this main.tf:

provider "aws" {
  region                  = "eu-south-1"
  profile                 = "monade"
}

resource "aws_ecs_cluster" "test" {
  count = 1

  name = "test_cluster"

  setting {
    name  = "containerInsights"
    value = "disabled"
  }
}

You have to run the apply twice. The second time you'll get:

Expected Behavior

It should ignore the option containerInsights if not allowed in that region

Actual Behavior

It fails to update the resource

Steps to Reproduce

1. terraform plan
2. terraform apply
3. terraform plan
4. terraform apply
   (two times)

This can be "fixed" by removing the option:

  setting {
    name  = "containerInsights"
    value = "disabled"
  }

However, this is not feasible if you use the official terraform-aws-modules/ecs/aws module.
