Terraform CLI and Terraform AWS Provider Version

Debug Output

waiting for ecs cluster <arn> to become available: InvalidParameterException: include should be one of [ATTACHMENTS,SETTINGS,STATISTICS,TAGS]

Expected Behavior

ECS cluster should create without error

Actual Behavior

Cluster does not create and state does not update with created cluster.

Steps to Reproduce
