[Enhancement]: Update aws_rds_cluster.cluster_members output to include IsClusterWriter flag

Description

Currently, there is no way to query an RDS cluster to find the instance id of the writer node. You can only get this information if you have access to the individual aws_rds_cluster_instance resources.

The AWS CLI exposes this information in the DBClusterMembers property of the aws rds describe-db-clusters API call.
