Description

This resource would allow for management of a Redshift cluster's snapshot copy configuration in a standalone resource. Once available, the corresponding snapshot_copy argument in the Redshift cluster resource can be deprecated and eventually removed.

A standalone resource would allow logic and behavior of the snapshot copy configuration lifecycle to be isolated, rather than merged in with cluster logic, preventing errors like #36636.
