Thanks for this PR @MikeKlebolt.
Overall this looks fine, however the test for cycling the default node pool keeps failing towards the end of the test with a transient error. The test will probably need to be split into several individual tests or we make multiple property changes in the default_node_pool per step.
For the time being could you please duplicate the test to just have one step - that is to enable fips so I can validate your changes and get this into this week's release?

Enabling FIPS is something that can be accomplished via cycling the node pool.
