dependencies: updating to v43.2.0 of github.com/Azure/azure-sdk-for-go #7546

One major change is that v43.2.0 includes network API update to 2020-05-01, which includes firewall policy resources, which is quite different (incl. breaking changes) than that in 2020-04-01.

This has been released in version 2.17.0 of the provider. Please see the Terraform documentation on provider versioning or reach out if you need any assistance upgrading. As an example:

provider "azurerm" {
    version = "~> 2.17.0"
}
# ... other configuration ...
