Expected Behavior

An artifact registry repository should be created.

Actual Behavior

Http error 400 because of an invalid argument is returned from the Google server.

Steps to Reproduce

  1. terraform apply

Idea

The request POST /v1beta2/projects/my-project/locations/eu-west3/repositories?alt=json&repository_id=my-repository HTTP/1.1 contains repository_id. According to https://cloud.google.com/artifact-registry/docs/reference/rest/v1beta2/projects.locations.repositories/create it should be repositoryId. When I create a POST request on this site via the "TRY IT" button, it also says repositoryId.

I fixed it by replacing eu-west3 with europe-west3. But I have to specifiy it explicitly for the google_artifact_registry_repository resource. It does not inherit this attribute from one of the provider blocks:

provider "google" {
  project = "my-id"
  region  = "europe-west3"
}

provider "google-beta" {
  project = "my-id"
  region  = "europe-west3"
}

Without specifying the location explicitly for this resource, the request is:
POST /v1beta2/projects/my-id/locations//repositories?alt=json&repository_id=my-repository HTTP/1.1
Note the // because the location is empty.
