Activation Policy "ON_DEMAND" No Longer an Option

Description

Per this documentation the activation policy can be ON_DEMAND but that doesn't appear to be an option in any of the database versions:

Thanks for filing the issue!
According to the API doc, this is a deprecated value. I suspect that might be the reason that it's been hidden from the doc explicitly. Forwarding this ticket to the service team to confirm and determine what's needed.
