Allow google_compute_instance_group_manager to resume operation after interruption

Description

Apply the same logic in GoogleCloudPlatform/magic-modules#2857 to google_compute_instance_group_manager. This will allow the create operation to be persisted to state and resumed if Terraform is interrupted.
