... but ghc-7.6.3 doesn't have dynamic libraries in it.

This is a blocker inconvinience for Cabal testing.

IIRC I had to disable dynlibs for GHC versions prior to GHC 7.8 for Ubuntu releases which had PIE enabled (starting with Ubuntu 17.04/Zesty) and I didn't have time back then to look into backporting the respective fixes that made it possible to deal with PIE-enabled toolchains (& I have no idea how easy or not such a patch would be)
